No person shall manufacture, sell, transport for hire, or\n\nstore for resale explosives or blasting agents without first\n\nobtaining a permit to engage in such activity from the State Fire\n\nMarshal; provided, however, the State Fire Marshal shall waive the\n\nstate permit requirement where a valid federal license or permit has\n\nbeen issued.\n\nB. Explosives or blasting agents shall not be sold, given,\n\ndelivered or transferred to any person who does not furnish the\n\ninformation required in subsection C of this section.\n\nC. It shall be unlawful for any person to purchase, receive or\n\nobtain explosives or blasting agents without first furnishing to the\n\nseller or distributor the following information: a statement of\n\nintended use, name, date, quantity, social security number or\n\ntaxpayer identification number, and place of residence of any\n\nnatural person to whom explosives or blasting agents are\n\ndistributed. If explosives or blasting agents are sold or\n\ndistributed to a corporation or other entity, such information shall\n\ninclude the identity and principal and local places of business,\n\nstatement of intended use, quantity, date, name, social security\n\nnumber, and place of residence of the natural person acting as agent\n\nof the corporation or other entity in arranging the purchase or\n\ndistribution.\n\nD. An application for a permit under this division shall be\n\naccompanied by the payment of a fee in the amount of Ten Dollars\n\n($10.00).\n\nE. All state, county and city agencies that use explosives and\n\nblasting agents shall furnish the information required in subsection\n\nC of this section.\n\nF. Permits shall be valid for the calendar year in which\n\nissued, unless sooner revoked or suspended, and may be renewed\n\nannually on January 1 upon the payment of the required fee.\n\nG.
