The Director is authorized to promulgate rules and\n\nregulations relating to the registration and control of the\n\nmanufacture, distribution, dispensing, prescribing, administering or\n\nuse for scientific purposes of controlled dangerous substances\n\nwithin this state. All proceedings before the Director shall be\n\ngoverned by the Administrative Procedures Act.\n\nB. The Director shall promulgate rules relating to the\n\ntraining, certification and registration of animal control officers\n\nfor the purpose of authorizing such individuals to purchase, possess\n\nand administer controlled dangerous substances for animal control\n\nwithin this state and operating under the parameters of Sections 501\n\nthrough 508 of Title 4 of the Oklahoma Statutes.
