A manufacturer, wholesaler, retailer, or other person who\n\nsells, transfers, or otherwise furnishes any precursor substance\n\ndefined in Section 4 of this act must first obtain a license\n\nannually from the Director of the Oklahoma State Bureau of Narcotics\n\nand Dangerous Drugs Control.\n\nB. The procedure for obtaining a license to sell, transfer,\n\nmanufacture, purchase for resale, or otherwise furnish a precursor\n\nsubstance shall be as follows:\n\n1. Obtain an application from the Oklahoma State Bureau of\n\nNarcotics and Dangerous Drugs Control;\n\n2. Submit the application to the Director of the Oklahoma State\n\nBureau of Narcotics and Dangerous Drugs Control; and\n\n3. Demonstrate a legitimate reason to sell, transfer, or\n\notherwise furnish precursor chemicals.\n\nC. The content of the application for a license shall include,\n\nbut not be limited to, the following information:\n\n1. Name of business;\n\n2. Address of business other than a post office box number;\n\n3. Phone number of business;\n\n4. Names and addresses of business owners;\n\n5. Location of storage facility;\n\n6. Identification of precursor substances to be sold; and\n\n7. Criminal history of applicant.\n\nD. A licensee shall make an accurate and legible record of any\n\ntransaction of precursor substances and maintain such record\n\ntogether with the following records for a period of at least two (2)\n\nyears:\n\n1. Inventory on hand;\n\n2. Purchase receipts;\n\n3. Manufacturing records including the date and quantity of any\n\nprecursor substance manufactured, the quantity of precursor\n\nsubstances used in manufacturing any other substance or product, and\n\nthe inventory on hand of precursor substances after the\n\nmanufacturing of any other substance or product;\n\n4. Copies of the Oklahoma Bureau of Narcotics purchase permits\n\nor written authorization waving the permit requirement, as provided\n\nby subsection E of Section 6 of this act; and\n\n5. Records of substance disposal.\n\nE. The license shall cost One Hundred Dollars ($100.00)\n\nannually and shall be renewable on July 1 of each year.
