For a level two offense, the target community described in\n\nparagraph 1 of this section along with all counties with a border\n\ncontiguous to that target community;\n\n3. For a level three offense, the target community described in\n\nparagraph 2 of this section plus all counties with a border\n\ncontiguous to that target community; and\n\n4.
