Prescriptions, orders, and records, required by this act,\n\nand stock of substances specified in this act shall be open for\n\ninspection only to specifically designated or assigned state,\n\ncounty, and municipal officers, whose duty it is to enforce the laws\n\nof this state relating to controlled dangerous substances. The\n\nDirector of the Oklahoma State Bureau of Narcotics and Dangerous\n\nDrugs Control may designate noncommissioned personnel as compliance\n\ninspectors for the purpose of conducting inspections as contemplated\n\nherein. No person having knowledge by virtue of his or her office\n\nof any such prescription, order or record shall divulge such\n\nknowledge, except where such use is appropriate to the proper\n\nperformance of his or her official duties in the prevention of the\n\nmisuse and abuse of controlled dangerous substances or in connection\n\nwith a prosecution or proceeding in court or before a licensing or\n\nregistration board or officer, to which prosecution or proceeding\n\nthe person to whom such prescriptions, orders, or records relate is\n\na party.\n\nB. Any peace officer or agency charged with administration of\n\nthis act is authorized to make administrative inspections of\n\ncontrolled premises in accordance with the following provisions:\n\n1. For purposes of this act only, \"controlled premises\" means:\n\na. places where persons registered or exempted from\n\nregistration requirements under this act are required\n\nto keep records, and\n\nb. places including factories, warehouses,\n\nestablishments, and conveyances where persons\n\nregistered or exempted from registration requirements\n\nunder this act are permitted to hold, manufacture,\n\ncompound, process, sell, deliver, or otherwise dispose\n\nof any controlled dangerous substance.\n\n2. This section shall not be construed to prevent the\n\ninspection of books and records pursuant to the provisions of this\n\nact; nor shall this section be construed to prevent entries and\n\nadministrative inspections at reasonable times without a warrant:\n\na. with the consent of the owner, operator, or agent in\n\ncharge of the controlled premises,\n\nb. in situations presenting imminent danger to health or\n\nsafety,\n\nc. in situations involving inspection of conveyances\n\nwhere there is reasonable cause to believe that the\n\nmobility of the conveyance makes it impracticable to\n\nobtain a warrant,\n\nd. in any other exceptional or emergency circumstance\n\nwhere time or opportunity to apply for a warrant is\n\nlacking, and\n\ne. in all other situations where a warrant is not\n\nconstitutionally required.\n\n3.
