The State Commissioner of Health shall have the authority to\n\napprove physicians conducting clinical trials performed pursuant to\n\nthe provisions of this act. In the event of a substantial violation\n\nof this act, the Commissioner shall provide written notice to the\n\nOklahoma State Bureau of Narcotics and Dangerous Drugs Control and\n\nthe Governor. The Governor, upon receipt of a notice from the\n\nCommissioner, shall have the authority to terminate the operations\n\nof a clinical trial found to be in violation of any provision of\n\nthis act.\n\nB. The clinical trials and related research authorized by this\n\nact shall adhere to the highest standards of academic research\n\nincluding, but not limited to, peer review of research conducted\n\npursuant to this act.\n\nC. Clinical trials and related research authorized by this act\n\nshall conclude no later than December 31, 2017. Nothing in this act\n\nshall be construed as to permit the continuation of clinical trials\n\nafter December 31, 2017, without approval by a concurrent resolution\n\napproved by the Legislature expressing approval of such\n\ncontinuation.\n\nD. The State Commissioner of Health shall submit a report to\n\nthe Chair and Vice Chair of the Senate Health and Human Services\n\nCommittee, the Chair and Vice Chair of the House Alcohol, Tobacco\n\nand Dangerous Drugs Committee, and the Chair and Vice Chair of the\n\nHouse Public Health Committee on or before December 31, 2017. Such\n\nreport shall include a summary of findings from clinical trials\n\nauthorized by this act. The Commissioner shall, upon request by the\n\nChair and Vice Chair of the Committees specified in this subsection,\n\nmake available any data, excluding individual health records,\n\nrelating to clinical trials authorized by this act.\n\nE.
