There is hereby created in the State Treasury a revolving\n\nfund for the State Department of Health to be designated the \"School\n\nNurse Pilot Program Revolving Fund\". The fund shall be a continuing\n\nfund, not subject to fiscal year limitations, and shall consist of\n\nall monies designated for and eligible for deposit under law. All\n\nmonies accruing to the credit of said fund are hereby appropriated\n\nand may be budgeted and expended by the State Department of Health\n\nto facilitate the implementation of a pilot program as described in\n\nsubsection B of this section including but not limited to the\n\ndistribution of such funds through grants administered by the\n\nDepartment or in coordination with the Department. Expenditures\n\nfrom said fund shall be made upon warrants issued by the State\n\nTreasurer against claims filed as prescribed by law with the\n\nDirector of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nB. The State Department of Health shall utilize funds deposited\n\nto the School Nurse Pilot Program Revolving Fund for the purpose of\n\nimplementing a pilot program to deliver school nurse services that\n\naddress health, mental health, and social services needs of students\n\nand families to promote the ability for students to have the best\n\nopportunity to learn and be successful in their public school\n\ndistrict. Such pilot program shall include the following criteria\n\nand limitations:\n\n1. Encompass a contiguous three-county area with no more than\n\ntwenty percent (20%) of the area's school districts having\n\nenrollments greater than three thousand (3,000) weighted average\n\ndaily membership as calculated by the State Department of Education\n\nthe year of the pilot program's inception; and\n\n2. Have consolidated implementation coordinated by a single\n\nnonprofit provider.\n\nC.
