There is hereby created the Oklahoma 9-1-1 Management\n\nAuthority which shall be the governing board overseeing the\n\ndevelopment and regulation of 9-1-1 emergency systems in this state\n\nand managing the distribution of all 9-1-1 telephone fees collected\n\npursuant to the provisions of Section 2865 of this title.\n\nB. The Authority shall be composed of the following members:\n\n1. One member representing a tribal authority that operates a\n\n9-1-1 system to be appointed by the President Pro Tempore of the\n\nSenate;\n\n2. One member representing a statewide organization dedicated\n\nto public safety to be appointed by the President Pro Tempore of the\n\nSenate;\n\n3. One member representing a statewide organization dedicated\n\nto career development for emergency number professionals to be\n\nappointed by the Governor;\n\n4. One member representing a statewide organization dedicated\n\nto representing Oklahoma municipalities to be appointed by the\n\nSpeaker of the House of Representatives;\n\n5. One member representing a statewide organization\n\nrepresenting Oklahoma county commissioners to be appointed by the\n\nGovernor;\n\n6. One member representing a statewide association of regional\n\ncouncils of government to be appointed by the President Pro Tempore\n\nof the Senate;\n\n7. The Chief Information Officer for the state, or designee;\n\n8. One member representing a substate planning district to be\n\nappointed by the Governor;\n\n9. Two members each representing a municipal government\n\noperating a 9-1-1 system and having a population of less than one\n\nhundred thousand (100,000), one to be appointed by the Speaker of\n\nthe House of Representatives, and one to be appointed by the\n\nGovernor;\n\n10. One member representing a municipal government operating a\n\n9-1-1 system and having a population of more than one hundred\n\nthousand (100,000) but less than four hundred fifty thousand\n\n(450,000) to be appointed by the Governor;\n\n11. One member representing a municipal government operating a\n\n9-1-1 system and having a population of more than four hundred fifty\n\nthousand (450,000) to be appointed by the Speaker of the House of\n\nRepresentatives;\n\n12. One member representing an organization created by an\n\ninterlocal agreement for the purpose of sharing public safety\n\nanswering point duties and whose members are municipal governments\n\nwith a population of less than four hundred fifty thousand (450,000)\n\nto be appointed by the Governor;\n\n13. One member representing an organization created by an\n\ninterlocal agreement for the purpose of sharing public safety\n\nanswering point duties and whose members are municipal governments\n\nwith a population of more than four hundred fifty thousand (450,000)\n\nto be appointed by the President Pro Tempore of the Senate;\n\n14. One member who is a 9-1-1 coordinator for a county with a\n\npopulation of less than twenty thousand (20,000) to be appointed by\n\nthe Speaker of the House of Representatives;\n\n15. One member who is a 9-1-1 coordinator for a county with a\n\npopulation of more than twenty thousand (20,000) to be appointed by\n\nthe President Pro Tempore of the Senate;\n\n16. One member who is a 9-1-1 coordinator for a county to be\n\nappointed by the Governor; and\n\n17. The Oklahoma Secretary of Public Safety or designee.\n\nC. There shall be five (5) nonvoting 9-1-1 industry members.\n\nNonvoting members are not required for a quorum. Nonvoting members\n\nshall not be included in executive sessions. The nonvoting members\n\nshall be made up of the following:\n\n1. One member representing a local exchange telecommunications\n\nservice provider which serves less than fifty thousand (50,000)\n\naccess lines in the state or a telephone cooperative, to be\n\nappointed by the President Pro Tempore of the Senate;\n\n2. One member representing a local exchange telecommunications\n\nservice provider which serves more than fifty thousand (50,000)\n\naccess lines in the state, to be appointed by the Speaker of the\nhange telecommunications\n\nservice provider which serves less than fifty thousand (50,000)\n\naccess lines in the state or a telephone cooperative, to be\n\nappointed by the President Pro Tempore of the Senate;\n\n2. One member representing a local exchange telecommunications\n\nservice provider which serves more than fifty thousand (50,000)\n\naccess lines in the state, to be appointed by the Speaker of the\n\nHouse of Representatives;\n\n3. One member representing a Tier I wireless carrier, as\n\ndefined by the Federal Communications Commission, to be appointed by\n\nthe Speaker of the House of Representatives;\n\n4. One member representing a Tier III wireless carrier, as\n\ndefined by the Federal Communications Commission, to be appointed by\n\nthe President Pro Tempore of the Senate; and\n\n5. One member representing the telephone industry, to be\n\nappointed by the President Pro Tempore of the Senate.\n\nD. Members shall serve at the pleasure of their appointing\n\nauthority and vacancies shall be filled by the original appointing\n\nauthority.\n\nE. Members shall receive no compensation for serving on the\n\nAuthority.\n\nF. The Authority shall be subject to the Oklahoma Open Records\n\nAct and the Oklahoma Open Meeting Act.\n\nG. The members of the Oklahoma 9-1-1 Management Authority shall\n\nbe reimbursed for mileage or actual travel expense, whichever is\n\nless, to attend regular and special meetings when the travel exceeds\n\nfifty (50) miles from their home or business, whichever is closer to\n\nthe meeting location.\n\nH. The Oklahoma Department of Emergency Management and Homeland\n\nSecurity shall provide administrative, fiscal and staff support for\n\nthe Authority. Expenses related to the provision of such services\n\nmay be paid from funds available in the Oklahoma 9-1-1 Management\n\nAuthority Revolving Fund created in Section 2869 of this title, upon\n\napproval by a majority of the members of the Authority.\n\nI.
