Stat. tit. 63, § 63-2864","heading":"Powers and duties","body":"The powers and duties of the Oklahoma 9-1-1 Management Authority\n\ncreated in Section 2863 of this title shall be to:\n\n1. Approve or disapprove the selection of the Oklahoma 9-1-1\n\nCoordinator by majority vote of the members. The Authority shall\n\ndirect the Oklahoma 9-1-1 Coordinator to administer grants approved\n\nby the Authority pursuant to this section and perform other duties\n\nas it deems necessary to accomplish the requirements of the Oklahoma\n\n9-1-1 Management Authority Act;\n\n2. Prepare grant solicitations for funding for the purposes of\n\nassisting public agencies with funding for consolidation of\n\nfacilities or services, deployment of Phase II technology or\n\nsuccessor technology, development of next-generation 9-1-1 regional\n\nemergency service networks, and for other purposes it deems\n\nappropriate and necessary;\n\n3. Work in conjunction with the Oklahoma Department of\n\nEmergency Management and Homeland Security to create an annual\n\nbudget for the Authority, which shall be approved by majority vote\n\nof the members;\n\n4. Direct the Oklahoma Tax Commission to escrow all or any\n\nportion of funds collected pursuant to the Oklahoma 9-1-1 Management\n\nAuthority Act attributable to a public agency, if the public agency\n\nfails to:\n\na. submit or comply with master plans to deliver Next\n\nGeneration 9-1-1 (NG9-1-1) services as required by the\n\nOklahoma 9-1-1 Management Authority Act and approved\n\nby the Authority. Local plans must align with the\n\nState’s Master plan to deploy NG9-1-1,\n\nb. meet standards of the National Emergency Number\n\nAssociation (NENA) limited to call-taking and caller-\n\nlocation technology or comply with an improvement plan\n\nto meet such standards as directed by the Authority,\n\nc. submit annual reports or audits as required by the\n\nOklahoma 9-1-1 Management Authority Act,\n\nd. provide connectivity and interoperability between\n\nstate, regional and local next-generation systems, or\n\ne. comply with the requirements of the Oklahoma 9-1-1\n\nManagement Authority Act or procedures established by\n\nthe Authority;\n\n5. Establish and submit to the Tax Commission a list of\n\neligible governing bodies entitled to receive 9-1-1 telephone fees\n\nand establish annual population figures and square miles for the\n\ncoverage area of the public safety answering points (PSAPs) for the\n\npurpose of distributing fees collected pursuant to Section 2865 of\n\nthis title. Distribution of the net monthly revenue from 9-1-1 fees\n\nafter the distributions established in Sections 2865, 2866, and 2867\n\nof this title will be provided to eligible governing bodies\n\nestablished by this section as follows:\n\na. a flat rate of Three Thousand Dollars ($3,000.00) per\n\nmonth per PSAP, and\n\nb. from the remaining balance:\n\n(1) ten percent (10%) to be derived by dividing the\n\nland area covered by each public agency’s\n\nresponse area by the total land area of the\n\nstate, and\nd in Sections 2865, 2866, and 2867\n\nof this title will be provided to eligible governing bodies\n\nestablished by this section as follows:\n\na. a flat rate of Three Thousand Dollars ($3,000.00) per\n\nmonth per PSAP, and\n\nb. from the remaining balance:\n\n(1) ten percent (10%) to be derived by dividing the\n\nland area covered by each public agency’s\n\nresponse area by the total land area of the\n\nstate, and\n\n(2) ninety percent (90%) to be derived by dividing\n\nthe population of each public agency’s response\n\narea by the total population of the state using\n\ndata from the latest available Census estimates\n\nas of July 1 of each year;\n\n6. Assist any public agency the Authority determines is\n\nperforming below NENA standards, as limited by paragraph 4 of this\n\nsection, according to the improvement plan required by the Oklahoma\n\n9-1-1 Management Authority Act. The Authority shall establish a\n\ntime period for the public agency to come into compliance after\n\nwhich the Authority shall escrow funds as authorized in this\n\nsection. Improvement plans may include consideration and\n\nrecommendations for consolidation with other public agencies, and\n\nsharing equipment and technology with other jurisdictions;\n\n7. Require an annual report from public agencies regarding\n\noperations and financing of the public safety answering point (PSAP)\n\nand approve, modify or reject such reports;\n\n8. Conduct and review audits and financial records of the\n\nwireless service providers and review public agencies’ audits and\n\nfinancial records regarding the collection, remittance and\n\nexpenditures of 9-1-1 wireless telephone fees as required by the\n\nOklahoma 9-1-1 Management Authority Act;\n\n9. Develop a master plan to deploy next-generation 9-1-1\n\nservices statewide. This will include the development of\n\nperformance criteria critical to the function and performance of\n\nNG9-1-1 networks and systems;\n\n10. Establish rules for interoperability between state,\n\nregional and local NG9-1-1 systems;\n\n11. Facilitate information-sharing among public agencies;\n\n12. Create and maintain best practices databases for PSAP\n\noperations;\n\n13. Encourage equipment- and technology-sharing among all\n\njurisdictions;\n\n14. Develop training program standards for public safety\n\ntelecommunicators for call taking.\n\nTraining program standards shall include instruction\n\non recognizing the need for and delivery of High-\n\nQuality Telecommunicator CPR (T-CPR) that can be\n\ndelivered by 9-1-1 public safety telecommunicators for\n\nacute events requiring CPR including, but not limited\n\nto, out-of-hospital cardiac events (OHCA);\n\n15. Mediate disputes between public agencies and other entities\n\ninvolved in providing 9-1-1 emergency telephone services;\n\n16. Provide a clearinghouse of contact information for\n\ncommunications service companies and PSAPs operating in this state;\n\n17. Make recommendations for consolidation upon the request of\n\npublic agencies;\n\n18. Establish contracts for the necessary equipment and\n\nservices to deliver 9-1-1 calls to the public safety answering\n\npoints;\n\n19. Establish an eligible use list for 9-1-1 funds; and\n\n20.
