The Oklahoma Legislature finds that care of medically\n\nindigent persons and the needs of the Oklahoma State University\n\nCenter for Health Sciences and the University of Oklahoma College of\n\nMedicine (Tulsa) will be enhanced through the establishment of the\n\nCommunity Hospitals Authority. The purpose of the Community\n\nHospitals Authority is to provide maximum utilization and efficient\n\nadministration in order to deliver health care services to medically\n\nindigent persons and to promote the teaching and training of\n\nphysicians.\n\nB. The Community Hospitals Authority shall:\n\n1. Support the missions of the Oklahoma State University Center\n\nfor Health Sciences and the University of Oklahoma College of\n\nMedicine (Tulsa) with regard to:\n\na. teaching and training for medical students,\n\nb. conducting medical and biomedical research, and\n\nc. medical care for indigent and nonindigent populations;\n\n2. Act as a vehicle for securing funding that is in addition to\n\nexisting state Medicaid Program appropriated funding for education\n\nand indigent care and graduate medical education; provided, however,\n\nunder no circumstance shall funds secured pursuant to this provision\n\nbe used to supplant such existing state Medicaid Program\n\nappropriated funding; and\n\n3. Coordinate the delivery and efficiency of medical service\n\nacross Northeast Oklahoma including, but not limited to, all\n\ncounties located totally or partly in the Tulsa Metropolitan Area.\n\nC. The Authority may contract for indigent care services with\n\nparticipating health care systems.\n\nD.
