There is hereby created the Community Hospitals Authority,\n\nan agency of the State of Oklahoma, a body corporate and politic,\n\nwith powers of government and with the authority to exercise the\n\nrights, privileges and functions as specified in the Community\n\nHospitals Authority Act.\n\nB. The Authority shall be composed as follows:\n\n1. The presidents of Oklahoma State University and the\n\nUniversity of Oklahoma or their designees;\n\n2. One member appointed by the Governor who shall be a citizen\n\nand resident of a metropolitan area meeting the criteria provided in\n\nparagraph 4 of Section 3240.2 of this title who has no direct\n\naffiliation with a participating health care system or a university\n\nlisted in paragraph 1 of this subsection;\n\n3. One member appointed by the Speaker of the House of\n\nRepresentatives;\n\n4. One member appointed by the President Pro Tempore of the\n\nState Senate;\n\n5. The Director of the Oklahoma Health Care Authority; and\n\n6. One representative from each of the three participating\n\nhealth care systems, as defined in Section 3240.2 of this title, who\n\nshall each serve terms of three (3) years and may be reappointed;\n\n7. One representative from the Oklahoma Department of Commerce\n\ndesignated as the Community Action Agency for the largest county in\n\nterms of population included within the geographic boundaries of the\n\nCommunity Hospitals Authority;\n\n8. One representative from the chamber of commerce, or any\n\nother organization of business entities, from the largest\n\nmetropolitan area in terms of population included within the\n\ngeographic boundaries of the Community Hospitals Authority;\n\n9. One representative appointed by the existing members of the\n\nAuthority from a city-county health department; and\n\n10. One representative appointed by the existing members of the\n\nAuthority from a charitable or philanthropic foundation with assets\n\nin excess of Five Hundred Million Dollars ($500,000,000.00) that has\n\ndemonstrated a commitment to supporting the missions of the\n\nCommunity Hospitals Authority.\n\nC. The members appointed by the Governor, the Speaker of the\n\nHouse of Representatives and the President Pro Tempore of the State\n\nSenate shall serve terms of three (3) years and may be reappointed.\n\nSuccessors shall be appointed for terms of three (3) years.\n\nD. Each member of the Authority, prior to appointment, shall be\n\na resident of the state and a registered voter.\n\nE. The members of the Authority shall serve without\n\ncompensation but may be reimbursed for all actual and necessary\n\ntravel expenses incurred in the performance of their duties in\n\naccordance with the provisions of the State Travel Reimbursement\n\nAct.\n\nF. A quorum of the Authority shall be a majority of the voting\n\nmembers.
