Shall be licensed by the State Department of Health and\n\nshall meet the standards, requirements and essentials of the Joint\n\nCommission of Accreditation of Health Care Organizations or the\n\nAmerican Osteopathic Association or meet Medicare certification by\n\nthe Center for Medicare and Medicaid Services. Provided, the State\n\nCommissioner of Health may waive any such standards, requirements\n\nand essentials as the Commissioner deems necessary; and\n\n2.
