There is hereby created the Oklahoma State University\n\nMedical Authority, an agency of the State of Oklahoma, a body\n\ncorporate and politic, with powers of government and with the\n\nauthority to exercise the rights, privileges and functions as\n\nspecified in the Oklahoma State University Medical Authority Act.\n\nThe Oklahoma State University Medical Authority is covered by the\n\nGovernmental Tort Claims Act.\n\nB. The Authority shall consist of eight (8) members as follows:\n\n1. One member shall be appointed by the Governor, with the\n\nadvice and consent of the Senate;\n\n2. One member shall be appointed by the President Pro Tempore\n\nof the Oklahoma State Senate;\n\n3. One member shall be appointed by the Speaker of the Oklahoma\n\nHouse of Representatives;\n\n4. One member shall be the Chief Executive Officer of the\n\nOklahoma Health Care Authority, or a designee;\n\n5. One member shall be the President of the Oklahoma State\n\nUniversity Center for Health Sciences;\n\n6. One member shall be appointed by the President of Oklahoma\n\nState University;\n\n7. One member shall be a member of the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges, or his or her\n\ndesignee, as selected by the chair of the Board of Regents; and\n\n8. One member shall be the Chief Executive Officer of the\n\nOklahoma State University Medical Authority who shall be an ex\n\nofficio, nonvoting member.\n\nC. Members shall be appointed for terms of three (3) years.\n\nD. Each member of the Authority, prior to appointment, shall be\n\na resident of the state and a qualified elector.\n\nE. Members shall be removable only for cause by the appointing\n\nauthority. Any vacancy occurring on the Authority shall be filled\n\nby the original appointing authority.\n\nF. The members of the Authority shall serve without\n\ncompensation but may be reimbursed for all actual and necessary\n\ntravel expenses incurred in performance of their duties in\n\naccordance with the provisions of the State Travel Reimbursement\n\nAct.\n\nG. All members of the Authority and administrative personnel of\n\nthe Authority shall be subject to the provisions of the Oklahoma\n\nEthics Commission Rules, Chapter 62 Appendix of Title 74 of the\n\nOklahoma Statutes.\n\nH. A quorum of the Authority shall be four (4) voting members.\n\nThe Authority shall elect a chair and vice chair from among its\n\nmembers. The chair must be an appointed member of the Authority.\n\nI. The Authority shall be exempt from the Oklahoma Central\n\nPurchasing Act but shall be subject to the purchasing policies of\n\nOklahoma State University Center for Health Sciences and shall be\n\nsubject to the Oklahoma Open Meeting Act and the Oklahoma Open\n\nRecords Act, except as otherwise provided by this act. Any\n\ninformation submitted to or compiled by the Authority except for\n\nbudgetary information related to appropriations or the\n\nappropriations process with respect to the marketing plans,\n\nfinancial statements, trade secrets, research concepts, methods or\n\nproducts, or any other proprietary information of the Authority,\n\npersons, firms, associations, partnerships, agencies, corporations,\n\ninstitutions of higher education, nonprofit research institutions or\n\nother entities shall be confidential, except to the extent that the\n\nperson or entity which provided the information or which is the\n\nsubject of the information consents to disclosure.
