It shall be the duty of Service Oklahoma, and Service\n\nOklahoma is hereby granted authority and jurisdiction to administer\n\nthe Oklahoma Vessel and Motor Registration Act, Section 4002 et seq.\n\nof this title, with the aid of its licensed operators and all duly\n\nauthorized peace officers of this state.\n\nB. Service Oklahoma is hereby authorized to promulgate all\n\nnecessary rules and prepare forms and records to enact and enforce\n\nthe provisions of the Oklahoma Vessel and Motor Registration Act.\n\nC. All duly authorized peace officers of this state are hereby\n\ngranted authority and jurisdiction to enforce the provisions of and\n\nany rules pertaining to the Oklahoma Vessel and Motor Registration\n\nAct within their jurisdiction.\n\nD. Service Oklahoma shall have the authority in cases of\n\ndispute to determine the factory-delivered price of any vessel or\n\nmotor.\n\nE. Service Oklahoma shall periodically cause to be prepared and\n\nshall distribute to each authorized licensed operator a manual of\n\nprocedure containing instructions, directions and guidelines to be\n\nfollowed by all licensed operators in the performance of their\n\nduties regarding vessels and motors.\n\nF. All rules promulgated pursuant to the provisions of this act\n\nshall comply with Article 1 of the Administrative Procedures Act,\n\nSection 250 et seq. of Title 75 of the Oklahoma Statutes.
