A vessel or motor shall not be required to be titled and\n\nregistered pursuant to the provisions of the Oklahoma Vessel and\n\nMotor Registration Act if:\n\n1. Such vessel or motor is owned by the United States, a state\n\nother than the State of Oklahoma, any agency thereof, or any\n\nsubdivision of the state; provided, however, if such vessel is used\n\nfor recreational or rental purposes on the waters of this state, the\n\nvessel shall be registered and numbered in accordance with Section\n\n4002 et seq. of this title;\n\n2. Such vessel or motor is owned by a visiting nonresident and\n\nis currently registered in another state. Provided that if any such\n\nvessel or motor remains in Oklahoma in excess of sixty (60) calendar\n\ndays, such vessel or motor shall be registered pursuant to the\n\nprovisions of the Oklahoma Vessel and Motor Registration Act and the\n\nregistration fees due thereon from the date of entry into Oklahoma\n\nmust be paid;\n\n3. Such vessel or motor is from a country other than the United\n\nStates provided such vessel or motor does not remain in Oklahoma in\n\nexcess of sixty (60) calendar days;\n\n4. Such vessel is used exclusively and solely as a lifeboat;\n\n5. Such vessel is used exclusively and solely for racing\n\npurposes;\n\n6. Such vessel is a commercial flotation device which is issued\n\na license by the Grand River Dam Authority pursuant to the\n\nprovisions of the Scenic Rivers Act; provided, a commercial\n\nflotation device shall be required to be titled pursuant to the\n\nprovisions of Section 4008 of this title;\n\n7. Such vessel is a documented vessel provided such documented\n\nvessel shall be required to be registered pursuant to the provisions\n\nof Section 4016 of this title; or\n\n8. Such vessel is a canoe, kayak, kiteboard or paddleboat as\n\ndefined in Section 4002 of this title, except that such vessels,\n\nwhen powered by any means other than human power, shall be titled\n\nand registered pursuant to the provisions of the Oklahoma Vessel and\n\nMotor Registration Act.\n\nB. Motors classified as inboard motors shall not be required to\n\nbe titled or registered pursuant to the provisions of the Oklahoma\n\nVessel and Motor Registration Act.\n\nC. All vessels and motors which are owned by the State of\n\nOklahoma, its agencies or departments, or political subdivisions\n\nthereof, or which, under the law, would be exempt from direct ad\n\nvalorem taxation, shall be titled and registered pursuant to the\n\nprovisions of the Oklahoma Vessel and Motor Registration Act.\n\nProvided, all vessels and motors titled and registered to the\n\nDepartment of Public Safety shall be exempt from all registration\n\nfees.\n\nD. All other vessels shall be titled and registered pursuant to\n\nthe provisions of the Oklahoma Vessel and Motor Registration Act.\n\nE. At the request of the owner, any vessel exempt from the\n\ntitle and registration provisions of this section shall be titled\n\nand registered pursuant to the provisions of the Oklahoma Vessel and\n\nMotor Registration Act for the purposes of proof of ownership or\n\nvessel identification.
