Stat. tit. 63, § 63-4008","heading":"Application for certificate of title - Transmittal -","body":"Issuance - Confirmation.\n\nExcept as otherwise provided in Section 4005 of this title, the\n\nowner of every vessel or motor in this state shall possess a\n\ncertificate of title as proof of ownership of such vessel or motor.\n\nApplication for a certificate of title, whether an original or\n\nduplicate, may be made to any licensed operator. When application\n\nis made with a licensed operator, the application information shall\n\nbe transmitted either electronically or by mail to Service Oklahoma\n\nby the licensed operator. If the application information is\n\ntransmitted electronically, the licensed operator shall forward the\n\nrequired application along with evidence of ownership, where\n\nrequired, by mail. Where the transmission of application\n\ninformation cannot be performed electronically, Service Oklahoma is\n\nauthorized to provide postage-paid envelopes to licensed operators\n\nfor the purpose of mailing the application along with evidence of\n\nownership, where required. Service Oklahoma shall upon receipt of\n\nproper application information issue an Oklahoma certificate of\n\ntitle. Such certificates may be mailed to the applicant.
