The application for a certificate of title and registration\n\nfor a vessel or an outboard motor shall be upon a form furnished by\n\nService Oklahoma and shall contain:\n\n1. A full description of the vessel or outboard motor;\n\n2. The manufacturer's serial and model number or other\n\nidentification number;\n\n3. The length of the vessel;\n\n4. The date on which first sold by the manufacturer or dealer\n\nto the owner;\n\n5. Any distinguishing marks;\n\n6. A statement of the applicant's source of title;\n\n7. Whether the vessel is a documented vessel and the number\n\nassigned to such vessel;\n\n8. Any security interest upon said vessel or outboard motor, or\n\nvessel and motor; and\n\n9. Such other information as Service Oklahoma may require.\n\nEvery original or duplicate certificate of title and\n\nregistration for a vessel or an outboard motor shall contain all\n\nitems listed in this subsection.\n\nB. To obtain an original certificate of title for a vessel or\n\noutboard motor that is being registered for the first time in this\n\nstate or for a vessel or outboard motor that has not been previously\n\nregistered in any other state, the applicant shall be required to\n\ndeliver, as evidence of ownership, a manufacturer's certificate of\n\norigin or at the discretion of Service Oklahoma a copy of the\n\nmanufacturer's certificate of origin properly assigned by the\n\nmanufacturer, distributor, or dealer licensed in this or any other\n\nstate shown thereon to be the last transferee to the applicant upon\n\na form to be prescribed and approved by Service Oklahoma. A\n\nmanufacturer's certificate of origin shall contain:\n\n1. The manufacturer's serial or other identification number;\n\n2. Date on which first sold by the manufacturer to the dealer;\n\n3. Any distinguishing marks including model and the year same\n\nwas made;\n\n4. A statement of any security interests upon said vessel or\n\noutboard motor, or vessel and motor; and\n\n5. Such other information as Service Oklahoma may require.\n\nC. In the absence of a dealer's or manufacturer's number,\n\nService Oklahoma may assign such identifying number to the vessel or\n\noutboard motor, which shall be permanently stamped, burned or\n\npressed into or attached onto such vessel or outboard motor.\n\nD. Every dealer selling new or used vessels or outboard motors\n\nand every individual not licensed as a dealer who sells a new or\n\nused vessel or outboard motor shall verify the hull identification\n\nnumber or serial number is the same as the number on the current\n\nregistration of the vessel or outboard motor. The seller of the\n\nvessel or outboard motor shall sign a notarized affidavit, under\n\npenalty of perjury, affirming the numbers are the same.\n\nE. 1. Before a homemade vessel is issued a hull identification\n\nnumber from Service Oklahoma, the vessel and the motor shall be\n\ninspected by a commissioned officer of the Oklahoma Highway Patrol\n\nDivision of the Department of Public Safety or by any other employee\n\nof the Department or any other law enforcement officer of the state\n\nas the Commissioner of Public Safety may designate, pursuant to the\n\nrules promulgated by the Commissioner of Public Safety. For the\n\npurposes of this act, \"homemade vessel\" means any vessel not\n\nallotted a hull identification number (HIN) by a manufacturer, and\n\nspecifically excludes any vessel upon which the hull identification\n\nnumber has been covered, altered, defaced, destroyed, or removed.\n\n2. The Department of Public Safety is hereby granted authority\n\nand jurisdiction, pursuant to Article 1 of the Administrative\n\nProcedures Act, Section 250 et seq. of Title 75 of the Oklahoma\n\nStatutes, to promulgate, administer and enforce all necessary rules\n\ndeemed necessary to implement the provisions of this section.\nification\n\nnumber has been covered, altered, defaced, destroyed, or removed.\n\n2. The Department of Public Safety is hereby granted authority\n\nand jurisdiction, pursuant to Article 1 of the Administrative\n\nProcedures Act, Section 250 et seq. of Title 75 of the Oklahoma\n\nStatutes, to promulgate, administer and enforce all necessary rules\n\ndeemed necessary to implement the provisions of this section.\n\n3. The Department of Public Safety shall prescribe all forms\n\ndeemed necessary to implement the provisions of this section.\n\nF. It shall be unlawful to:\n\n1. Improperly display or fail to display a vessel's hull\n\nidentification number;\n\n2. Operate or possess a vessel on which the hull identification\n\nnumber has been removed; or\n\n3. Operate or possess a motor on which the serial number has\n\nbeen removed.\n\nG. When registering in this state a vessel which was titled in\n\nanother state and which title contains the name of a secured party\n\non the face of the other state certificate of title, Service\n\nOklahoma or the licensed operator shall complete a lien entry form\n\nas prescribed by Service Oklahoma. A statement of the lien or\n\nencumbrance shall be included on the Oklahoma certificate of title\n\nand the lien or encumbrance shall be deemed continuously perfected\n\nas though it had been perfected pursuant to Section 4013 of this\n\ntitle. For completing the lien entry form and recording the\n\nsecurity interest on the certificate of title, Service Oklahoma or\n\nthe licensed operator shall collect a fee of Three Dollars ($3.00)\n\nwhich shall be in addition to other fees provided by the Oklahoma\n\nVessel and Motor Registration Act.\n\nH. Upon payment of all fees and taxes, a certificate of title,\n\na certificate of registration and, for a vessel, two registration\n\ndecals or, for an outboard motor, one registration decal shall be\n\ndelivered to the applicant.
