It shall be unlawful for any person to:\n\n1. Lend or to sell to, or knowingly permit the use of by one\n\nnot entitled thereto, any certificate of title or registration\n\nissued to or in the custody of the person so lending or permitting\n\nthe use thereof;\n\n2. Alter or in any manner change a certificate of title or\n\nregistration certificate issued under the laws of this or any other\n\nstate;\n\n3. Procure from another state or country or display upon any\n\nvessel owned by the person within this state, except as otherwise\n\nprovided by the Oklahoma Vessel and Motor Registration Act, Section\n\n4002 et seq. of this title, any number issued by any state or\n\ncountry other than this state, unless there shall be displayed upon\n\nsuch vessel at all times the permanent number assigned to it by\n\nService Oklahoma;\n\n4. Buy, sell or dispose of, or have in the person's possession\n\nfor sale, use or storage, any secondhand or used vessel or motor on\n\nwhich the registration fee has not been paid, as required by law,\n\nand on which vessel or motor said person neglects, fails or refuses\n\nto display at all times the permanent number assigned to it;\n\n5. Register a vessel or motor on an assigned certificate of\n\ntitle. This particular paragraph shall be applicable to all persons\n\nexcept bona fide dealers who are holders of current and valid\n\ndealers' licenses;\n\n6. Operate a vessel or motor upon the waters of this state\n\nafter the registration deadline for that vessel or motor without a\n\nproper title and registration, as prescribed by the Oklahoma Vessel\n\nand Motor Registration Act, for the current year;\n\n7. Release a certificate of title or excise tax receipt to any\n\nunauthorized person or source, including any dealer. Violation of\n\nthis paragraph shall constitute sufficient grounds for discharge of\n\na licensed operator by Service Oklahoma;\n\n8. Alter or in any manner change a permanent number issued for\n\na vessel under the laws of this state or any other state; or\n\n9. Offer for sale any used vessel, used motor, or any used\n\nvessel or motor part if the vessel, motor, or part:\n\na. is not currently registered, if required,\n\nb. has had the hull identification number or serial\n\nnumber removed,\n\nc. has a hull identification number or serial number\n\nwhich does not match the number listed on the current\n\ntitle or registration, or\n\nd. appears, is suspected, or is known to be stolen.\n\nAnyone violating the provisions of this subsection shall be\n\nguilty of a misdemeanor and, upon conviction, shall be subject to a\n\nfine not to exceed Fifty Dollars ($50.00) for each such violation.\n\nB. Any owner who knowingly makes or causes to be made any false\n\nstatement of a fact required in this section to be shown in an\n\napplication for the title or registration of one or more vessels or\n\nmotors shall be deemed guilty of a misdemeanor and, upon conviction\n\nthereof, shall be fined not more than One Thousand Dollars\n\n($1,000.00), or shall be imprisoned in the county jail for not more\n\nthan one (1) year, or both such fine and imprisonment.\n\nC. A violation of this section and any of the provisions of\n\nSections 4002 through 4031 of this title where a specific penalty\n\nhas not been imposed shall constitute a misdemeanor and upon\n\nconviction thereof the person having violated it shall be fined not\n\nless than Ten Dollars ($10.00) and not more than One Hundred Dollars\n\n($100.00).\n\nD. In addition thereto, it is specifically provided that any\n\nperson stating or giving or causing to be stated or given any false\n\ninformation as to the location of any vessel or motor shall be\n\ndeemed guilty of a misdemeanor, and, upon conviction, shall be\n\npunished by a fine of not more than Five Hundred Dollars ($500.00),\n\nor by imprisonment in the county jail for a period not to exceed one\n\n(1) year, or by both such fine and imprisonment.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0838535c40195ecaaf9261ef68e0c726d9732c89c22e8055349a3b52289cc293","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-4031","next":"us-ok/okla.-stat.-tit.-63-63-4033"},"notice":"GroundRules: Original legal text.
