It shall be unlawful to be a broker.\n\nB. For the purposes of this section, \"broker\" means a person\n\nwho, for a fee, commission or other valuable consideration, arranges\n\nor offers to arrange a transaction involving the sale, for purposes\n\nother than resale, of a new or used vessel or new or used motor, and\n\nwho is not:\n\n1. A new or used vessel or new or used motor dealer or agent or\n\nemployee of such a dealer; or\n\n2.
