The United States Army Corps of Engineers, the Oklahoma\n\nDepartment of Tourism and Recreation, and the Grand River Dam\n\nAuthority may authorize the holding of sanctioned events on any\n\nwaters of this state under their jurisdiction. Said administering\n\nentities shall promulgate rules pursuant to Article 1 of the\n\nOklahoma Administrative Procedures Act, concerning the safety of\n\nother vessels and persons thereon, both observers and participants.\n\nNo sanctioned event shall be held without a written permit from said\n\nadministering entity, and said written permit shall be available for\n\ninspection at all times during the event.\n\nB. Whenever a sanctioned event is proposed to be held, the\n\nadministering entity shall, upon granting approval to hold such\n\nevent and at least ten (10) days prior thereto, file a notification\n\nin writing of said event with the Marine Enforcement Section of the\n\nHighway Patrol Division of the Department of Public Safety. Such\n\nnotification shall set forth the date, time, location where the\n\nsanctioned event is proposed to be held, the type of event and the\n\nperson in charge of said event.\n\nC. No person shall hold or give permission to hold any\n\nsanctioned event in an unsafe manner or under unsafe environmental\n\nconditions so as to endanger life or property.
