Except as otherwise authorized by law, it shall be unlawful\n\nfor any person to commit any of the following acts:\n\n1. To lend or to sell to, or knowingly permit the use of by,\n\none not entitled thereto any certificate of title or certificate of\n\nregistration issued to or in the custody of the person so lending or\n\npermitting the use thereof;\n\n2. To alter or in any manner change a certificate of title or\n\ncertificate of registration issued under the laws of this state or\n\nany other state;\n\n3. To purchase identification or number plates on a certificate\n\nof title assigned to another vessel or motor; or\n\n4. To sell or dispose of, in any manner, a used vessel or motor\n\nwithout delivering to the purchaser an Oklahoma certificate of title\n\nin such purchaser's name or one properly and completely assigned to\n\nhim at the time of sale.\n\nB.
