Every person lawfully in possession of an abandoned vessel\n\nshall have a special lien thereon for the compensation due from the\n\nowner of such abandoned vessel for all expenses incurred.\n\nB. The lien may be foreclosed by a sale of such abandoned\n\nvessel upon giving notice and in the following manner. The notice\n\nshall contain:\n\n1. The name of the party bringing action and the name of the\n\nowner or any person claiming any interest therein;\n\n2. A full description of the vessel, giving all available\n\ninformation as to the make, year, serial number, registration decal\n\nnumber with year and the state from which the registration was\n\nissued;\n\n3. A full statement of all the facts;\n\n4. The amount of the claim, giving a full description of the\n\nwork, labor, storage or any other costs involved; and\n\n5. The date, time and place of the sale.\n\nThe notice shall be posted in three public places in the county in\n\nwhich the vessel is to be sold at least ten (10) days before the\n\ntime specified therein for such sale, and a copy of such notice\n\nshall be mailed to the owner and any other person claiming any\n\ninterest in the abandoned motor vehicle, at their last-known mailing\n\naddress, by registered mail on the same date of posting such notice.\n\nC. Proceedings for such sale under this section shall not be\n\ncommenced until ten (10) days after the lien has accrued.\n\nD. A return of such sale shall be made at the time of sale and\n\nproof of posting and mailing of the notice of sale of abandoned\n\nvessel.\n\nE. The proceeds from the sale of an abandoned vessel made\n\npursuant to subsection B of this section shall be applied in the\n\nfollowing order:\n\n1. To the reasonable cost incurred in the sale of the abandoned\n\nvessel;\n\n2. To the satisfaction of the special lien provided for in\n\nsubsection A of this section;\n\n3. To the satisfaction of any indebtedness secured by a\n\nsubordinate security interest or lien in the vessel; and\n\n4.
