The Oklahoma Health Care Authority, following directives of\n\nand upon approval of the Health Care Financing Administration, is\n\ndirected to implement a Medicaid Buy-In Program for persons with\n\ndisabilities, if funds become available. Components of such program\n\nshall include, but not be limited to:\n\n1. Allowing individuals with disabilities who are sixteen (16)\n\nyears of age and over, but under sixty-five (65) years of age, and\n\nwho, except for earned income, would be eligible to receive\n\nSupplemental Security Income (SSI) benefits, regardless of whether\n\nthey have ever received Supplemental Security Income (SSI) cash\n\nbenefits, the option of purchasing Medicaid coverage that will\n\nenable individuals with disabilities to gain and/or maintain\n\nemployment and reduce their dependency on existing cash benefit\n\nprograms;\n\n2. Removing work disincentives that inhibit individuals with\n\ndisabilities from engaging in work that is commensurate with their\n\nabilities and capabilities;\n\n3. Developing an infrastructure within and outside state\n\ngovernment that supports efforts to enhance employment opportunities\n\nfor individuals with disabilities; and\n\n4. Ensuring meaningful input in the design, implementation, and\n\nevaluation of programs, policies, and procedures developed under\n\nsuch program by individuals with disabilities and other interested\n\nparties.\n\nB.
