There is hereby created the Oklahoma Health Care Authority.\n\nThe Authority shall have the power and duty to:\n\n1. Purchase health care benefits for Medicaid recipients, and\n\nothers who are dependent on the state for necessary medical care, as\n\nspecifically authorized by law;\n\n2. Enter into contracts for the delivery of state-purchased\n\nhealth care and establish standards and criteria which must be met\n\nby entities to be eligible to contract with the Authority for the\n\ndelivery of state-purchased health care;\n\n3. Develop a proposed standard basic health care benefits\n\npackage or packages to be offered by health services providers, for\n\nMedicaid recipients;\n\n4. Study all matters connected with the provision of state-\n\npurchased and state-subsidized health care coverage;\n\n5. Develop and submit plans, reports and proposals, provide\n\ninformation and analyze areas of public and private health care\n\ninteraction pursuant to the provisions of the Oklahoma Health Care\n\nAuthority Act;\n\n6. Serve as a resource for information on state-purchased and\n\nstate-subsidized health care access, cost containment and related\n\nhealth issues;\n\n7. Administer programs and enforce laws placed under the\n\njurisdiction of the Authority pursuant to the Oklahoma Health Care\n\nAuthority Act, and such other duties prescribed by law;\n\n8. Collaborate with and assist the Insurance Commissioner in\n\nthe development of a Uniform Claim Processing System for use by\n\nthird-party payors and health care providers;\n\n9. Collaborate with and assist the State Department of Health\n\nwith the development of licensure standards and criteria for pre-\n\npaid health plans; and\n\n10. Exercise all incidental powers which are necessary and\n\nproper to carry out the purposes of the Oklahoma Health Care\n\nAuthority Act.\n\nB. All positions within the Authority shall be unclassified\n\nuntil approval of the annual business and personnel plan submitted\n\nby January 1, 1995, by the Governor and the Legislature. In the\n\nannual business plan submitted January 1, 1995, the Board shall\n\ninclude a personnel plan which shall list, describe and justify all\n\nunclassified positions within the Authority and their compensation.\n\nAll other employees and positions shall be classified and subject to\n\nthe provisions of the Merit System of Personnel Administration as\n\nprovided in the Oklahoma Personnel Act.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"3bfb4988f54ee68ce2ac5b35e0ece23301a3d440eaf356aee0d3b2703743c2c7","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-5005","next":"us-ok/okla.-stat.-tit.-63-63-5007"},"notice":"GroundRules: Original legal text.
