The Oklahoma Health Care Authority shall analyze the state-\n\npurchased and state-subsidized health care programs and explore\n\noptions for cost containment and delivery alternatives for those\n\nprograms that are consistent with the purposes of those programs,\n\nincluding, but not limited to:\n\n1. Creation of economic incentives for the persons for whom the\n\nstate purchases or subsidizes health care to appropriately utilize\n\nand purchase health care services, including the development of\n\nflexible benefit plans to offset increases in individual financial\n\nresponsibility;\n\n2. Utilization of provider arrangements that encourage cost\n\ncontainment and ensure access to quality care, including, but not\n\nlimited to, prepaid delivery systems, utilization review, and\n\nprospective payment methods;\n\n3. Coordination of state agency efforts to purchase drugs\n\neffectively;\n\n4. Development of recommendations and methods for purchasing\n\nmedical equipment and supporting services on a volume discount\n\nbasis; and\n\n5. Development of data systems to obtain utilization data from\n\nstate-purchased and state-subsidized health care programs in order\n\nto identify cost centers, utilization patterns, provider and\n\nhospital practice patterns, and procedure costs.\n\nB. 1. The Authority shall prepare for the Governor, the\n\nLegislature and the Joint Legislative Oversight Committee for the\n\nOklahoma Health Care Authority an annual report on the savings\n\nrealized and all costs incurred in the implementation of any drug\n\ncost containment programs including, but not limited to:\n\na. development and implementation of a drug prior\n\nauthorization list, and\n\nb. other uses of prior authorizations.\n\n2.
