Stat. tit. 63, § 63-5012","heading":"Submission of plans, proposals and recommendations to","body":"Legislature - Contents.\n\nOn or before January 1, 1996, the Authority shall submit plans,\n\nrecommendations and proposals to the Governor and the Legislature\n\nregarding state-purchased and state subsidized health care. Said\n\nplans, proposals and recommendations shall include, but not be\n\nlimited to:\n\n1. A plan for local and regional health planning for health\n\ncare delivery;\n\n2. A proposal for the containment of health care costs;\n\n3. In collaboration with the Oklahoma State Regents, a proposal\n\nfor enhancing the number of primary care physicians and physician\n\nextenders graduating from schools in Oklahoma and remaining to\n\npractice within the state. The plan shall include recommendations\n\nfor improving access to basic health care through more effective\n\nutilization of allied health care professionals and appropriate\n\ngeographic distribution of physicians and other health care\n\nprofessionals;\n\n4. A plan for facilitating the use of practice parameters based\n\nupon outcomes research;\n\n5. A proposal for the utilization of Resource Based-Relative\n\nValue System for use as a rate schedule by third-party payors and\n\nhealth care providers; and\n\n6.
