The Oklahoma Health Care Authority shall study the\n\nfeasibility of implementing one or more disease state management\n\nprograms.\n\nB. The components of the study shall include, but not be\n\nlimited to:\n\n1. A description and assessment of the findings, costs of the\n\nprogram, savings incurred and estimated costs and savings of an\n\nexpansion of the pilot program for asthma disease state management\n\ndeveloped by the Authority;\n\n2. An overview of disease state management programs for\n\nenrollees of health management organizations contracting with the\n\nAuthority pursuant to the Sooner Care Plus Program;\n\n3. An assessment of the adaptability of such disease state\n\nmanagement programs for the Medicaid fee-for-service population;\n\n4. An overview of representative vendors of the disease state\n\nmanagement programs, including their characteristics, capabilities\n\nand charges for products and services;\n\n5. An overview and assessment of the disease state management\n\npilot project developed by the Oklahoma State Education Employees\n\nGovernment Insurance Board; and\n\n6. A record, if available, of the savings generated by disease\n\nstate management programs in other states by pharmaceutical\n\nmanufacturers for Medicaid fee-for-service recipients.\n\nC. The study shall be under the joint direction of the Disease\n\nState Management Director and the Pharmacy Director of the Oklahoma\n\nHealth Care Authority. The Directors shall consult with the\n\nfollowing entities as they deem necessary:\n\n1. Medical, pharmacy, and nursing professionals who are\n\nexperienced in disease state management programs;\n\n2. Appropriate pharmaceutical manufacturers in connection with\n\nstudy components outlined in paragraphs 4 and 5 of subsection B of\n\nthis section;\n\n3. Disease state management vendors; and\n\n4. Other resources as necessary including, but not limited to,\n\nhealth care advocates.\n\nD. The Oklahoma Health Care Authority shall submit periodic\n\nprogress reports to the Joint Legislative Oversight Committee. The\n\nOklahoma Health Care Authority shall publish and submit a final\n\nreport by December 1, 2002, to the Speaker of the Oklahoma House of\n\nRepresentatives, the President Pro Tempore of the Senate, the\n\nGovernor, and the chair of the Health and Social Services\n\nSubcommittee of the Appropriation and Budget Committee of the\n\nOklahoma House of Representatives and of the Health and Social\n\nServices Subcommittee of the Committee on Appropriations of the\n\nOklahoma State Senate.\n\nE. As used in this section, \"disease state management program\"\n\nmeans an integrated system of interventions, measurements and\n\nrefinements of health care delivery that include:\n\n1. Patient education and involvement in self-care techniques;\n\n2. Clinical policies/best practices that extend across the\n\nentire continuum of care;\n\n3. Outpatient drug management;\n\n4. Clinical information systems with the capacity to identify,\n\nclassify, and track defined patient populations;\n\n5. Informed support of physicians;\n\n6. Team-oriented multidisciplinary approach; and\n\n7.
