Stat. tit. 63, § 63-6102","heading":"Legislative findings","body":"The Oklahoma Legislature finds that:\n\n1. The government must do more to protect the health, safety,\n\nand general well-being of its citizens during a catastrophic health\n\nemergency;\n\n2. New and emerging dangers, including emergent and resurgent\n\ninfectious diseases and incidents of civilian mass casualties, pose\n\nserious and immediate threats during a catastrophic health\n\nemergency;\n\n3. A renewed focus on the prevention, detection, management,\n\nand containment of catastrophic health emergencies is needed;\n\n4. Catastrophic health emergency threats, including those\n\ncaused by nuclear, biological or chemical events, may require the\n\nexercise of extraordinary government powers and functions;\n\n5. This state must have the ability to respond, rapidly and\n\neffectively, to potential or actual catastrophic health emergencies;\n\n6. The exercise of catastrophic health emergency powers must\n\npromote the common good;\n\n7. Catastrophic emergency health powers must be grounded in a\n\nthorough scientific understanding of public health threats and\n\ndisease transmission;\n\n8. Guided by principles of justice and antidiscrimination, it\n\nis the duty of this state to act with fairness and tolerance towards\n\nindividuals and groups during catastrophic health emergencies;\n\n9. The rights of people to liberty, bodily integrity, and\n\nprivacy must be respected to the fullest extent possible consistent\n\nwith maintaining and preserving the health and security of the\n\npublic during a catastrophic health emergency;\n\n10. This act is necessary to protect the health and safety of\n\nthe citizens of this state during a catastrophic health emergency;\n\nand\n\n11.
