Stat. tit. 63, § 63-6103","heading":"Purposes","body":"The purposes of the Catastrophic Health Emergency Powers Act\n\nare:\n\n1. To require the development of a comprehensive plan to\n\nprovide for a coordinated, appropriate response in the event of a\n\ncatastrophic health emergency;\n\n2. To authorize the reporting and collection of data and\n\nrecords, the management of property, the protection of persons, and\n\naccess to communications during a catastrophic health emergency;\n\n3. To facilitate the early detection of a catastrophic health\n\nemergency, and allow for immediate investigation of such a\n\ncatastrophic health emergency by granting access to health\n\ninformation of individuals under specified circumstances;\n\n4. To grant state and local officials the authority during a\n\ncatastrophic health emergency to provide care, treatment, and\n\nvaccination to persons who are ill or who have been exposed to\n\ntransmissible diseases, and to separate affected individuals from\n\nthe population at large to interrupt disease transmission;\n\n5. To ensure during a catastrophic health emergency that the\n\nneeds of infected or exposed persons are properly addressed to the\n\nfullest extent possible, given the primary goal of controlling\n\nserious health threats; and\n\n6.
