Each political subdivision shall have the power to make\n\nappropriations in the manner provided by law for making\n\nappropriations for the ordinary expenses of such political\n\nsubdivision for the payment of expenses of its local organizations\n\nfor emergency management.\n\nB. Whenever the federal government or any agency or officer\n\nthereof shall offer to the state, or through the state to any\n\npolitical subdivision thereof, services, equipment, supplies,\n\nmaterials, or funds by way of gift, grant, or loan, for purposes of\n\nemergency management, the state acting through the Governor, or such\n\npolitical subdivision acting with the consent of the Governor and\n\nthrough its executive officer or governing body, may accept such\n\noffer and upon such acceptance the Governor of the state or\n\nexecutive officer or governing body of such political subdivision\n\nmay authorize any officer of the state or of the political\n\nsubdivision, as the case may be, to receive such services,\n\nequipment, supplies, materials, or funds on behalf of the state or\n\nsuch political subdivision, and subject to the terms of the offer\n\nand the rules and regulations, if any, of the agency making the\n\noffer.\n\nC. Whenever any person, firm, or corporation shall offer to the\n\nstate, or to any political subdivision thereof, services, equipment,\n\nsupplies, materials, or funds by way of gift, grant, or loan, for\n\npurposes of emergency management, the state acting through the\n\nGovernor, or such political subdivision acting through its executive\n\nofficer or governing body, may accept such offer and upon such\n\nacceptance the Governor of the state or executive officer or\n\ngoverning body of such political subdivision may authorize any\n\nofficer of the state or the political subdivision, as the case may\n\nbe, to receive such services, equipment, supplies, materials, or\n\nfunds on behalf of the state or such political subdivision, and\n\nsubject to the terms of the offer.\n\nD. Each political subdivision shall have the power to provide,\n\nby ordinances or otherwise, for a local emergency management\n\norganization, and said subdivisions shall have power to make\n\nappropriations for emergency management and disaster relief in the\n\nmanner provided by law for making appropriations for ordinary\n\nexpenses of such political subdivisions and shall have power to\n\nenter into agreements for the purpose of organizing civil defense\n\nunits; to provide for a mutual method of financing the organization\n\nof such units on a basis approved by the State Emergency Management\n\nDirector and satisfactory to said political subdivisions, but in\n\nwhich case the funds appropriated by said political subdivisions and\n\nany other funds provided for civil defense for such mutual purpose\n\nshall be nonfiscal funds and shall be placed on deposit with the\n\ncounty treasurer as custodian of such emergency management funds,\n\nand from which expenditures may be made on forms prescribed by the\n\nState Auditor and Inspector, in accordance with procedures approved\n\nby the State Emergency Management Director; and shall have power to\n\nrender aid to other political subdivisions under mutual aid\n\nagreements, provided that the functioning of said units shall be\n\ncoordinated by the State Emergency Management Director and the\n\nDirector’s staff according to plans promulgated for that purpose.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"9d7abd99c3909879587904e68c056835dce75bb889af8da0fc284f6bc7d63f85","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-683.16","next":"us-ok/okla.-stat.-tit.-63-63-683.18"},"notice":"GroundRules: Original legal text.
