Stat. tit. 63, § 63-683.3","heading":"Definitions","body":"As used in the Oklahoma Emergency Management Act of 2003:\n\n1. \"Emergency management\" means the preparation for and the\n\ncoordination of all emergency functions by organized and trained\n\npersons, who will extend existent governmental functions and provide\n\nother necessary nongovernmental functions, to prevent, minimize and\n\nrepair injury and damage resulting from natural or man-made\n\ndisasters developing to such an extent to cause an extreme emergency\n\nsituation to arise which by declaration of the Governor jeopardizes\n\nthe welfare of the citizens of this state. These emergency\n\nfunctions include, but are not limited to, fire fighting, law\n\nenforcement, medical and health, search and rescue, public works,\n\nwarnings, communications, hazardous materials and other special\n\nresponse functions, evacuations of persons from affected areas,\n\nemergency assistance services, emergency transportation, and other\n\nfunctions related to preparedness, response, recovery and\n\nmitigation;\n\n2. \"Emergency Operations Plan\" means that plan which sets forth\n\nthe organization, administration and functions for emergency\n\nmanagement by the state or local government;\n\n3. “Emergency” means any occasion or instance for which, in the\n\ndetermination of the President of the United States or the Governor\n\nof the State of Oklahoma, federal or state assistance is needed to\n\nsupplement state and local efforts and capabilities to save lives\n\nand to protect property and public health and safety, or to lessen\n\nor avert threat of a catastrophe in any part of the state;\n\n4. “Significant events” means all hazardous material releases\n\nof any size and type, earthquakes, fires involving large buildings\n\nor facilities and large grass or wild fires, explosions, bomb\n\nthreats, terrorist/civil disturbance, aircraft crash, natural\n\ndisaster, utility disruption, dam breach, technological/man-made\n\nincident, search and rescue, structural collapse, and any other\n\nincident that poses significant consequences to the jurisdiction;\n\n5. \"Hazard mitigation\" means any cost-effective measure which\n\nwill reduce or eliminate the effects of a natural or man-made\n\ndisaster;\n\n6. \"Local organization for emergency management\" means an\n\norganization created in accordance with the provisions of the\n\nOklahoma Emergency Management Act of 2003 by state or local\n\nauthority to perform local emergency management functions;\n\n7. “Man-made disaster” means a disaster caused by acts of man\n\nincluding, but not limited to, an act of war, terrorism, chemical\n\nspill or release, or power shortages that require assistance from\n\noutside the local political subdivision;\n\n8. \"Natural disaster\" means any natural catastrophe, including,\n\nbut not limited to, a tornado, severe storm, high water, flood\n\nwaters, wind-driven water, earthquake, landslide, mudslide,\n\nsnowstorm, or drought which causes damage of sufficient severity and\n\nmagnitude to warrant hazard mitigation or the use of resources of\n\nthe federal government, or the state and political subdivisions\n\nthereof to alleviate the damage, loss, hardship or suffering caused\n\nthereby; and\n\n9. \"Political subdivision\" shall mean any county, city, town or\n\nmunicipal corporation of the State of Oklahoma represented by an\n\nelected governing body.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"09a9ff5762f8afe19514620b8dbec9ff0dda5d3e0bbdd5015eafd80b608dc370","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-683.28","next":"us-ok/okla.-stat.-tit.-63-63-683.32"},"notice":"GroundRules: Original legal text.
