As defined in this section:\n\n1. \"Broadcaster\" means a radio broadcasting station or\n\ntelevision broadcasting station primarily engaged in, and deriving\n\nincome from, the business of facilitating speech via over-the-air\n\ncommunications, both as to pure speech and commercial speech; and\n\n2. \"First informer broadcaster\" means a person who has been\n\ncertified as a first informer broadcaster pursuant to subsection C\n\nof this section.\n\nB. Broadcasters in this state may, in cooperation with the\n\nOklahoma Department of Emergency Management and a statewide\n\norganization that represents radio and television broadcasters,\n\ndevelop comprehensive, coordinated plans for preparing for and\n\nresponding appropriately to an emergency or disaster.\n\nC. A statewide organization that represents radio and\n\ntelevision broadcasters may establish a program for training and\n\ncertifying broadcast engineers and technical personnel as first\n\ninformer broadcasters. The program established pursuant to this\n\nsubsection shall:\n\n1. Be consistent with federal law and guidelines;\n\n2. Provide training and education concerning restoring,\n\nrepairing and resupplying any facilities and equipment of a\n\nbroadcaster in an area affected by an emergency or disaster; and\n\n3. Provide training and education concerning the personal\n\nsafety of a first informer broadcaster in an area affected by an\n\nemergency or disaster.\n\nD. To the extent practicable and consistent with not\n\nendangering public safety or inhibiting recovery efforts, state and\n\nlocal governmental agencies shall allow a first informer broadcaster\n\naccess to an area affected by an emergency or disaster for the\n\npurpose of restoring, repairing, or resupplying any facility or\n\nequipment critical to the ability of a broadcaster to acquire,\n\nproduce, and transmit essential emergency or disaster-related public\n\ninformation programming, including, without limitation, repairing\n\nand maintaining transmitters and generators, and transporting fuel\n\nfor generators.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"638a8a299a3c8cb7dbecffa5e7e9d141f5569d04a93def467d417f3986f1eb17","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-683.35","next":"us-ok/okla.-stat.-tit.-63-63-683.4"},"notice":"GroundRules: Original legal text.
