Stat. tit. 63, § 63-683.4","heading":"Oklahoma Department of Emergency Management – Powers and","body":"duties of Director.\n\nA. There is hereby created the Oklahoma Department of Emergency\n\nManagement (OEM). The Governor shall appoint a Director of the\n\nDepartment, with the advice and consent of the Senate, who shall be\n\nthe head of the Department. The Governor shall fix the salary of\n\nthe Director, in cooperation with standards promulgated by the\n\nOffice of Management and Enterprise Services.\n\nB. The Director may employ personnel and fix their compensation\n\nin cooperation with standards promulgated by the Office of\n\nManagement and Enterprise Services, and may make such expenditures\n\nwithin the appropriation therefor, or from such other available\n\nfunds as may be necessary to carry out the purposes of the Oklahoma\n\nEmergency Management Act of 2003 and other programs specified by\n\nlaw.\n\nC. The Director and other personnel of the Department shall be\n\nprovided with appropriate office space, furniture, equipment,\n\nsupplies, stationery, and printing in the same manner as provided\n\nfor personnel of other state agencies.\n\nD. The Director, subject to the direction and control of the\n\nGovernor, shall be the executive head of the Department and shall\n\nserve as the chief advisor to the Governor on emergency management\n\nand shall:\n\n1. Be responsible to the Governor for carrying out the programs\n\nas required by law;\n\n2. Coordinate the activities of all organizations for emergency\n\nmanagement within the state;\n\n3. Maintain liaison with and cooperate with the emergency\n\nmanagement agencies and organizations of other states and of the\n\nfederal government;\n\n4. Develop and maintain a comprehensive all-hazards mitigation\n\nplan for this state;\n\n5. Implement the Oklahoma Hazard Mitigation Program;\n\n6. Have such additional authority, duties, and responsibilities\n\nauthorized by the Oklahoma Emergency Management Act of 2003 and as\n\nmay be prescribed by the Governor;\n\n7. Supervise the Office of Volunteerism in accordance with\n\nSection 683.26 of this title; and\n\n8. Report quarterly to the Governor, the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate the\n\nbalance and outstanding obligations of the State Emergency Fund.\n\nE. The Director shall supervise the formulation, execution,\n\nreview and revisions of the state Emergency Operations Plan as\n\nprovided for by Section 683.2 of this title.
