Stat. tit. 63, § 63-684.2","heading":"Purpose and authorities","body":"ARTICLE I\n\nPurpose and Authorities\n\nThis compact is made and entered into by and between the\n\nparticipating member states, hereinafter called party states, which\n\nenact this compact. For the purposes of this compact, the term\n\n\"states\" is taken to mean the several states, the Commonwealth of\n\nPuerto Rico, the District of Columbia, and all U.S. territorial\n\npossessions.\n\nThe purpose of this compact is to provide for mutual assistance\n\nbetween the states entering into this compact in managing any\n\nemergency or disaster that is duly declared by the governor of the\n\naffected state, whether arising from natural or man-made disasters\n\nor emergencies.\n\nThis compact shall also provide for mutual cooperation in\n\nemergency-related exercises, testing, or other training activities\n\nusing equipment and personnel simulating performance of any aspect\n\nof the giving and receiving of aid by party states or subdivisions\n\nof party states during emergencies, such actions occurring outside\n\nactual declared emergency periods.
