Stat. tit. 63, § 63-684.4","heading":"Party state responsibilities","body":"ARTICLE III\n\nParty State Responsibilities\n\nA. It shall be the responsibility of each party state to\n\nformulate procedural plans and programs for interstate cooperation\n\nin the performance of the responsibilities listed in this article.\n\nIn formulating such plans, and in carrying them out, the party\n\nstates, insofar as practical, shall:\n\n1. Review individual state hazards analyses and, to the extent\n\nreasonably possible, determine all those potential emergencies the\n\nparty states might jointly suffer, whether due to natural or man-\n\nmade disasters or emergencies;\n\n2. Review party states' individual emergency plans and develop\n\na plan which will determine the mechanism for the interstate\n\nmanagement and provision of assistance concerning any potential\n\nemergency;\n\n3. Develop interstate procedures to fill any identified gaps\n\nand to resolve any identified inconsistencies or overlaps in\n\nexisting or developed plans;\n\n4. Assist in warning communities adjacent to or crossing the\n\nstate boundaries;\n\n5. Protect and assure uninterrupted delivery of services,\n\nmedicines, water, food, energy and fuel, search and rescue, and\n\ncritical lifeline equipment, and resources, both human and material;\n\n6. Inventory and set procedures for the interstate loan and\n\ndelivery of human and material resources, together with procedures\n\nfor reimbursement or forgiveness; and\n\n7. Provide, to the extent authorized by law, for temporary\n\nsuspension of any statutes or ordinances that restrict the\n\nimplementation of the above responsibilities.\n\nB. The authorized representative of a party state may request\n\nassistance of another party state by contacting the authorized\n\nrepresentative of that state. The provisions of this compact shall\n\nonly apply to requests for assistance made by and to authorized\n\nrepresentatives. Requests may be verbal or in writing. If verbal,\n\nthe request shall be confirmed in writing within thirty (30) days of\n\nthe verbal request. Requests shall provide the following\n\ninformation:\n\n1. A description of the emergency service function for which\n\nassistance is needed, including, but not limited to, fire services,\n\nlaw enforcement, emergency medical, transportation, communications,\n\npublic works and engineering, building inspection, planning and\n\ninformation assistance, mass care, resource support, health and\n\nmedical services, and search and rescue;\n\n2. The amount and type of personnel, equipment, materials and\n\nsupplies needed and a reasonable estimate of the length of time they\n\nwill be needed; and\n\n3. The specific place and time for staging of the assisting\n\nparty's response and a point of contact at that location.\n\nC. There shall be frequent consultation between state officials\n\nwho have assigned emergency management responsibilities and other\n\nappropriate representatives of the party states with affected\n\njurisdictions and the United States Government, with free exchange\n\nof information, plans, and resource records relating to emergency\n\ncapabilities.\n\nD.
