Sections 7 through 12 of this act shall be known and may be\n\ncited as the “Oklahoma Flood Hazard Mitigation Program”.\n\nB. The purposes of the Oklahoma Flood Hazard Mitigation Program\n\nare to provide:\n\n1. An orderly and continuing means of assistance by the state\n\ngovernment to political subdivisions of this state in carrying out\n\ntheir responsibilities to alleviate the suffering and damage that\n\nresult from flooding by:\n\na. providing state assistance programs for public losses\n\nand needs sustained in flood disasters,\n\nb. encouraging the development of comprehensive disaster\n\npreparedness and assistance plans, programs,\n\ncapabilities, and organizations by the state and\n\npolitical subdivisions,\n\nc. achieving greater coordination and responsiveness of\n\nflood disaster preparedness and relief programs, and\n\nd. encouraging hazard mitigation measures, such as\n\ndevelopment of land-use and construction regulations,\n\nfloodplain management, and environmental planning, to\n\nreduce losses from flood disasters in municipalities;\n\n2. For the protection of life and property and to limit the\n\nrepetitive expenditures of public funds in areas that are subject to\n\nchronic flooding and other flood disasters;\n\n3. Financial assistance to local governments for the\n\ndevelopment and implementation of flood hazard mitigation projects;\n\n4. For the cooperation of state environmental agencies and\n\nother state and federal agencies in the development and\n\nimplementation of the Oklahoma Flood Hazard Mitigation Program; and\n\n5.
