In addition to other responsibilities and duties specified\n\nby law, the Oklahoma Department of Emergency Management:\n\n1. Shall develop and maintain flood hazard mitigation measures\n\nfor this state, as a component of the state’s comprehensive hazard\n\nmitigation plan and consistent with the flood hazard mitigation\n\nplans of the federal government to the fullest possible extent. The\n\nDepartment shall coordinate and encourage the development and\n\npublication of flood hazard mitigation plans by political\n\nsubdivisions to ensure that such political subdivision plans are\n\nconsistent with the flood hazard mitigation measures in the\n\ncomprehensive hazard mitigation plan of this state to the fullest\n\npossible extent;\n\n2. Shall provide guidance, information and training sufficient\n\nto allow political subdivisions to request state and federal natural\n\ndisaster assistance;\n\n3. Shall coordinate the development and maintenance of flood\n\nhazard mitigation projects with other state and federal programs;\n\n4. Shall set mitigation priorities based upon recommendations\n\nof the State Hazard Mitigation Team;\n\n5. May, after recommendation from the State Hazard Mitigation\n\nTeam, approve applications for grants and loans to political\n\nsubdivisions for flood hazard mitigation projects from any funds\n\navailable for such purposes pursuant to the considerations specified\n\nby Section 690.4 of this title;\n\n6. Shall evaluate, after recommendation from the State Hazard\n\nMitigation Team, and award grant or loan applications based upon\n\nminimum eligibility criteria and state priorities;\n\n7. Shall be the initial recipient of applications for loans and\n\ngrants for flood hazard mitigation activities from political\n\nsubdivisions; and\n\n8. Shall have the State Hazard Mitigation Team meet as needed\n\nto review loan and grant applications and provide recommendations\n\nthereon to the Department.\n\nB. The Department shall be the lead agency and shall compile\n\nand submit to the Federal Emergency Management Agency an application\n\nto receive funds pursuant to the Flood Hazard Mitigation Financial\n\nAssistance Program, the Hazard Mitigation Grant Program or any other\n\nflood assistance programs, and other public or private planning or\n\nproject grants to implement measures to reduce flood losses.\n\nC. The Department shall also have authority to:\n\n1. Establish advisory councils with sufficient geographic\n\nbalance to ensure statewide representation;\n\n2. Coordinate central files and clearinghouse procedures for\n\nflood hazard mitigation resource data information and encourage the\n\nuse of compatible information and standards; and\n\n3. Provide to the extent practicable financial, technical,\n\nresearch, and other assistance to effectuate the purposes of the\n\nOklahoma Flood Hazard Mitigation Program.\n\nD.
