A political subdivision of this state may apply to the\n\nOklahoma Department of Emergency Management for a grant or loan for\n\nflood hazard mitigation projects on forms provided by the\n\nDepartment.\n\nB. Grants or loans for flood hazard mitigation shall be\n\nprioritized by the State Hazard Mitigation Team based on the\n\nfollowing considerations:\n\n1. The extent and effectiveness of flood mitigation measures\n\nalready implemented by the political subdivision requesting the\n\ngrant;\n\n2. The feasibility, practicality, and effectiveness of the\n\nproposed flood mitigation measures and the associated benefits and\n\ndetriments;\n\n3. The level of assistance that should be provided to the\n\npolitical subdivision, based on available facts regarding the\n\nnature, extent, and severity of the flood hazard problems;\n\n4. The frequency of occurrence of flooding disasters that has\n\nresulted in declaration of the area as a flood disaster area by the\n\nGovernor of this state or by the President of the United States;\n\n5. The economic, social, and environmental benefits and\n\ndetriments of the proposed flood mitigation measures;\n\n6. Whether the floodplain management ordinance or regulation\n\nadopted by the political subdivision meets the minimum standards\n\nestablished by the Federal Emergency Management Agency, the degree\n\nof enforcement of the ordinance or regulation, and whether the\n\npolitical subdivision is complying with the ordinance or regulation;\n\n7. The financial capability of the political subdivision to\n\nsolve its flood hazard problems without financial assistance; and\n\n8. The estimated cost and method of financing of the proposed\n\nflood mitigation measures based on local money and federal and state\n\nfinancial assistance.\n\nC.
