Stat. tit. 63, § 63-695.4","heading":"Procedural plans and programs - Requests for assistance","body":"- Consultation between jurisdictions - Discretion.\n\nA. It shall be the responsibility of each jurisdiction to\n\nformulate procedural plans and programs for interjurisdictional\n\ncooperation in the performance of the responsibilities listed in\n\nthis section. In formulating such plans, and in carrying them out,\n\nthe jurisdictions, insofar as practical, shall:\n\n1. Review individual jurisdictional hazards analyses and, to the\n\nextent reasonably possible, determine all those potential\n\nemergencies the jurisdictions might jointly suffer, whether due to\n\nnatural or man-made disasters or emergencies;\n\n2. Review individual emergency plans of the jurisdictions and\n\ndevelop a plan that will determine the mechanism for the\n\ninterjurisdictional management and provision of assistance\n\nconcerning any potential emergency;\n\n3. Develop interjurisdictional procedures to fill any identified\n\ngaps and to resolve any identified inconsistencies or overlaps in\n\nexisting or developed plans;\n\n4. Assist in warning communities adjacent to or crossing the\n\njurisdictional boundaries;\n\n5. Protect and assure uninterrupted delivery of services,\n\nmedicines, water, food, energy and fuel, search and rescue, critical\n\nlifeline equipment, and resources, both human and material;\n\n6. Inventory and set procedures for the interjurisdictional loan\n\nand delivery of human and material resources, together with\n\nprocedures for reimbursement or forgiveness; and\n\n7. Provide, to the extent authorized by law, for temporary\n\nsuspension of any statutes or ordinances that restrict the\n\nimplementation of the above responsibilities.\n\nAll jurisdictions should use and conform to the current national\n\nstandard for on-scene management and command systems.\n\nB. The authorized representative of a jurisdiction may request\n\nassistance of another jurisdiction by contacting the authorized\n\nrepresentative of that jurisdiction. The provisions of the Oklahoma\n\nIntrastate Mutual Aid Compact shall apply only to requests for\n\nassistance made by and to authorized representatives. Requests may\n\nbe verbal or in writing. If verbal, the request shall be confirmed\n\nin writing within thirty (30) days of the verbal request. Requests\n\nshall provide the following information:\n\n1. A description of the emergency service function for which\n\nassistance is needed including, but not limited to, fire services,\n\nlaw enforcement, emergency medical, transportation, communications,\n\npublic works and engineering, building inspection, planning and\n\ninformation assistance, mass care, resource support, health and\n\nmedical services, and search and rescue;\n\n2. The amount and type of personnel, equipment, materials and\n\nsupplies needed and a reasonable estimate of the length of time they\n\nwill be needed; and\n\n3. The specific place and time for staging of the response of\n\nthe assisting party and a point of contact at that location.\n\nC. There shall be frequent consultation between jurisdiction\n\nofficials who have assigned emergency management responsibilities\n\nand other appropriate representatives of the jurisdictions with\n\naffected jurisdictions, with free exchange of information, plans,\n\nand resource records relating to emergency capabilities.\n\nD.
