Stat. tit. 64, § 64-1029","heading":"Cash Journal - Checks and drafts - Endorsement - Penalty","body":"The Cash Journal shall be balanced daily and the total of the\n\nreceipts of each day shall be deposited with the State Treasurer as\n\nnow required by the State Depository Law, except that deposits\n\nplaced at auction for the sale or lease of lands or minerals pending\n\nfinalization of a sale or lease transaction shall be secured by the\n\nSecretary of the Land Office for safekeeping. The deposits held by\n\nthe Secretary shall be paid into the treasury clearing account of\n\nthe Commissioners of the Land Office within three (3) business days\n\nfollowing final approval and execution of all required documents\n\nrelated to the transaction. A deposit shall be returned to the\n\npayor of the deposit within three (3) business days following the\n\ndetermination by the Commissioners of the Land Office that the\n\ntransaction will not be finalized. It shall be the duty of the\n\nCommissioners of the Land Office to notify each debtor to make their\n\nchecks, drafts, or other transfer of monies payable to the order of\n\nthe Commissioners of the Land Office. The endorsements on the\n\nchecks, drafts or other evidence of transfers of monies shall be in\n\nthe following words:\n\n\"Pay to the order of the Treasury of the State of Oklahoma, for\n\ncredit only to the Commissioners of the Land Office\". No person,\n\nfirm or corporation shall cash or pay out on any check, voucher,\n\ndraft, money order or other evidence of transfers of money, or its\n\nequivalent, without the endorsements, and the endorsement of the\n\nState Treasurer appearing thereon.\n\nAny person, firm or corporation knowingly violating this\n\nprovision shall be guilty of a Class D3 felony offense and, upon\n\nconviction, shall be punished by a fine of not less than One Hundred\n\nDollars ($100.00) nor more than One Thousand Dollars ($1,000.00), or\n\nby imprisonment as provided for in subsections B through F of\n\nSection 20P of Title 21 of the Oklahoma Statutes, or by both the\n\nfine and imprisonment. In addition, the person, firm or corporation\n\nshall be civilly liable to the Commissioners of the Land Office for\n\nthe use and benefit of the fund which has sustained the loss in\n\ndouble the amount of the check, voucher, money order, draft or other\n\nevidence of transfer of money, so cashed or paid.\n\nAll checks or vouchers drawn against any Special Agency Account\n\nby the Commissioners of the Land Office shall be issued only by the\n\nprincipal fiscal officer upon written application of the head of the\n\ndivision of the School Land Department. Each check or voucher shall\n\nbe signed in the name of the Commissioners of the Land Office by the\n\nSecretary or in the absence of the Secretary by the Assistant\n\nSecretary and shall be countersigned by the principal fiscal\n\nofficer. The form of check or voucher shall be prescribed by the\n\nState Treasurer and shall indicate on its face the purpose for which\n\ndrawn, the amount and the account to which chargeable.
