Stat. tit. 64, § 64-1030","heading":"Handling of mail - Entry on reception record -","body":"Disposition of cash and equivalents – Lock box services.\n\nThe Secretary of the Land Office shall cause all mail received\n\nby the Land Office to be opened by some employee designated by the\n\nSecretary, assisted by two other employees not connected with the\n\ncashier's office, whose duty shall be to examine all incoming mail\n\nand make a proper reception record of all monies received. The\n\nreception record shall be delivered to the cashier. The entries on\n\nthe reception record shall be made at the time of the opening of the\n\nletters and when completed shall be signed by the maker and\n\nwitnessed by the employees assisting, who shall also sign. All cash\n\nand cash equivalents, together with the reception record, shall be\n\nimmediately delivered to the cashier who shall give a receipt\n\ntherefor by signing the original copy of the reception record, and\n\nwho shall make proper entries on the financial records of the Land\n\nOffice showing the amount so received. The Secretary to the\n\nCommissioners of the Land Office and the cashier are charged jointly\n\nand severally with the proper keeping and it is hereby made their\n\nduty to see that the above and foregoing reception record is\n\ncorrectly kept. Alternatively, or in addition to the procedures set\n\nforth in this section, the Secretary may also purchase lock box\n\ncollection services from an appropriate vendor for the handling,\n\ncollection and processing of mail.
