All monies heretofore or hereafter received from the sale or\n\nrentals of Section 33 and lands granted in lieu thereof, the same\n\nbeing lands granted to the State of Oklahoma for charitable and\n\npenal institutions and public buildings, shall constitute and be\n\nknown as the \"Public Building Fund\".\n\nB.
