The Commissioners of the Land Office are hereby authorized\n\nto make and promulgate appropriate rules and regulations for the\n\npurpose of carrying into effect the provisions of Sections 1090\n\nthrough 1095 of this title. Any rulemaking by the Commissioners of\n\nthe Land Office shall be in accordance with the provisions of the\n\nAdministrative Procedures Act.\n\nB. Prior to the action of the Commissioners of the Land Office\n\nto promulgate rules pursuant to the Administrative Procedures Act,\n\nthe Commissioners shall hold an additional hearing on the proposed\n\nrulemaking action in accordance with the provisions of Section 303\n\nof Title 75 of the Oklahoma Statutes. Not less than thirty (30)\n\ndays prior to the scheduled hearing date, the Commissioners shall\n\nmail a copy of the hearing notice directly to all current lessees\n\nleasing land or minerals from the Commissioners at the time the\n\nrulemaking action is proposed. Notice shall be mailed via United\n\nStates mail to the last known address of each current lessee shown\n\nin the records of the Commissioners or email if successfully\n\ndelivered to a current and valid email address for the lessee that\n\nis kept on file by the Commissioners. Any finding of noncompliance\n\nwith this subsection shall not invalidate the otherwise proper\n\npromulgation of rules by the Commissioners.\n\nC. In regard to any existing rule of the Office, the\n\nCommissioners of the Land Office shall publish any interpretations\n\nof those rules in “The Oklahoma Register” within thirty (30)\n\ncalendar days. The Commissioners shall also mail direct notice of\n\npublication of the interpretation to all persons currently leasing\n\nland or minerals from the Commissioners of the Land Office at the\n\ntime the interpretation is adopted. Notice shall be mailed via\n\nUnited States mail to the last known address of each current lessee\n\nshown in the records of the Commissioners or email if successfully\n\ndelivered to a current and valid email address for the lessee that\n\nis kept on file by the Commissioners. The Commissioners shall make\n\nthe interpretation available for public inspection at the office of\n\nthe Commissioners and on its website.\n\nD.
