Stat. tit. 65, § 65-1-104","heading":"Definitions","body":"When used in this Code unless the context otherwise requires:\n\n(a) The term \"library system\" shall mean a unified public\n\nlibrary organization under single direction in an area of not less\n\nthan one county.\n\n(b) The term \"public library\" shall mean a library or library\n\nsystem that is freely open to all persons under identical\n\nconditions, and which is supported in whole or in part by public\n\nfunds.\n\n(c) The term \"metropolitan library\" shall mean a library system\n\nwhich is the public library for a county in which is located a city\n\nof at least two hundred fifty thousand (250,000) population.\n\n(d) The term \"multicounty library\" shall mean a library system\n\nwhich is the public library for a library district composed of two\n\nor more counties.\n\n(e) The term \"special library\" shall mean any library, whether\n\nopen to the general public or not, that is supported in whole or in\n\npart by public funds and which comes within one or more of the\n\nfollowing categories:\n\n(1) All libraries which are operated within or as an integral\n\npart of a publicly supported institution.\n\n(2) All libraries that cater to a special clientele.\n\n(3) All libraries that are concerned primarily with materials\n\non a special subject.\n\nProvided, however, that this definition shall not be construed\n\nto include libraries operated as a part of any university, college,\n\nschool, museum, the Oklahoma Historical Society and county law\n\nlibraries.\n\n(f) The word \"library\" shall mean the contents as well as the\n\nbuilding, equipment and facilities of the institution.\n\n(g) The word \"Department\" shall mean the Oklahoma Department of\n\nLibraries, which shall be the official library and archival agency\n\nof the state.\n\n(h) The word \"Board\" shall mean the Oklahoma Department of\n\nLibraries Board.\n\n(i) The word \"standards\" shall mean the criteria pertaining to\n\nthe scope and quality of library facilities, levels of financial\n\nsupport, adequacy and qualifications of personnel, organization and\n\nresources for service, areas of service and population to be served,\n\nand other factors deemed necessary to insure proper, economical and\n\neffective use of funds and resources in providing library facilities\n\nand services.\n\n(j) The term \"accreditation of libraries\" shall mean the\n\nevaluation and rating of public libraries and library systems.\n\n(k) The word \"Director\" shall mean the Director of the\n\nDepartment who shall be the State Librarian and the State Archivist.\n\n(l) The term \"county library\" means a public library\n\nestablished, supported, and maintained by county taxation.\n\n(m) The term \"municipal library\" means a public library\n\nestablished, supported, and maintained through taxation by a city or\n\ntown whose library board of trustees is appointed pursuant to\n\nmunicipal authority.\n\n(n) The term \"city-county library\" means a library system which\n\nconsists of a public library for a county in which the population is\n\nat least 100,000.\n\n(o) The term \"rural single county library\" means a library\n\nsystem which consists of a public library for a county in which the\n\npopulation is less than one hundred thousand (100,000) and which is\n\nsupported by ad valorem taxation designated for the support of the\n\ncounty library system.","path":["OK Code","Title 65"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os65.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"97b2adadb1f8b622693284f905614fd47a3bfa3dbb0022d64805723d8fb633f1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-65-65-1-103","next":"us-ok/okla.-stat.-tit.-65-65-1-105"},"notice":"GroundRules: Original legal text.
