Stat. tit. 65, § 65-157","heading":"Budget - Contributions - Expenditures","body":"It shall be the duty of the commission to prepare an annual\n\nbudget.\n\nEach county and city establishing a city-county library system,\n\nas herein provided, at the beginning of each fiscal year or as soon\n\nthereafter as may be practicable, shall agree upon the necessary\n\ncontributions to be made by each for the establishment, operation\n\nand maintenance of the city-county library system, appropriate such\n\nfunds as may be agreed upon, and combine said funds with funds from\n\nany other source. Periodically, as may be agreed upon, the city and\n\ncounty shall contribute their appropriated funds to a common fund\n\nupon claims therefor being filed by the commission with the\n\ngoverning body of the city and with the board of county\n\ncommissioners. The contributions shall be made by warrants, issued\n\nby the appropriate officers and made payable to the city treasurer\n\nor county treasurer, as may be agreed upon by the city and county.\n\nSaid common fund shall be maintained as a depository account with\n\neither the city treasurer or county treasurer, as may be agreed\n\nupon, and shall be disbursed upon vouchers drawn by such officer or\n\nemployee of the commission as may be agreed upon by the city and\n\ncounty. Said vouchers shall be issued only in payment of claims\n\nwhich have been executed in the manner prescribed by law for claims\n\nagainst the county or the city and before delivery to the payee,\n\nshall be registered with the city treasurer or county treasurer, as\n\nthe case may be.\n\nThe officer or employee of the commission designated by the city\n\nand county to draw vouchers in payment of such claims shall be\n\nbonded in an amount as may be required by the city and county, but\n\nnot less than Twenty Thousand Dollars ($20,000.00). The designated\n\nofficer or employee shall be governed by the same statutory\n\nprovisions relating to depository accounts as apply to county\n\nofficials generally. Nothing contained herein shall be construed as\n\nexempting from the application of the general statutes relating to\n\nappropriations the funds contributed by the city and county to this\n\ncommon fund.\n\nIncome of the city-county library system from fines, fees, sales\n\nof personal property, and other miscellaneous sources, excluding\n\nincome from sales of real property, shall not be considered general\n\nrevenue of either the city or the county. It shall be deposited\n\npromptly with the city treasurer or the county treasurer, as the\n\ncase may be, and shall be credited directly to the depository\n\naccount of the commission without appropriation. Income from this\n\nsource shall constitute a revolving fund which shall not be subject\n\nto fiscal limitations and which may be expended by the commission\n\nfor the replacement or repair of books and other personal property\n\nother than motor vehicles.\n\nIn the event funds are made available for library purposes in\n\nthe county, pursuant to the provisions of Section 10A of Article X\n\nof the Oklahoma Constitution, all or any part of the cost of\n\nestablishing, maintaining and operating the city-county library\n\nsystem as set forth in the powers granted to the commission in\n\nSection 158 of this title, and otherwise, may be paid with such\n\nfunds, and the city-county library commission is authorized hereby\n\nto administer the expenditure of such funds in the same manner as\n\nherein provided for expenditure of funds appropriated from general\n\nrevenue for library purposes.","path":["OK Code","Title 65"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os65.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"16d6dfd529df991cd146d09e07c1a4a94d201452e5f9b1e63386578291626def","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-65-65-156","next":"us-ok/okla.-stat.-tit.-65-65-158"},"notice":"GroundRules: Original legal text.
