Applications for participation in the Oklahoma Local Library\n\nSupport Revolving Fund shall be submitted to the Oklahoma Department\n\nof Libraries for approval or disapproval by the Oklahoma Department\n\nof Libraries Board pursuant to rules and regulations promulgated by\n\nthe Oklahoma Department of Libraries Board. The applications shall\n\nbe initiated by:\n\n1. The boards of county commissioners in the respective\n\ncounties either without public library service or without existing\n\ncountywide public library service;\n\n2. The board of county commissioners in the respective counties\n\nupon petition initiated by not less than ten percent (10%) of the\n\nqualified electors of the county based on the total number of votes\n\ncast at the last general election for the county office receiving\n\nthe highest number of votes at such election;\n\n3. The district or system library boards or commissions in the\n\nrespective counties with library districts or library systems\n\nproviding countywide library service; or\n\n4. A joint application from all or a majority of the Oklahoma\n\nDepartment of Libraries certified municipal public libraries in a\n\nrespective county joined together to apply for and to administer the\n\nexpenditure of funds from the Oklahoma Local Library Support\n\nRevolving Fund and any other funds granted or donated for the\n\npurpose of county library services.\n\nB. The application shall include a five-year plan for library\n\ndevelopment for extending, initiating and/or strengthening public\n\nlibrary service in the respective county.
