The five-year plan for library development required pursuant\n\nto Section 2-108 of this title may address proposals to:\n\n1. Seek financing for additional levels or types of library\n\nservices and/or contracting with existing Oklahoma Department of\n\nLibraries certified public libraries for:\n\na. free access and service by all county residents,\n\nb. specific services such as bookmobile or book\n\ndeposits/book centers,\n\nc. access to information services through\n\ntelecommunications,\n\nd. surveys or studies of countywide library needs,\n\ne. leased or permanent facilities, and\n\nf. any other services as mandated by the Oklahoma\n\nDepartment of Libraries;\n\n2. Hold an election seeking a countywide mill levy for support.\n\nSuch plans shall be based on the needs, analysis and desires of the\n\nrespective counties or existing library districts or library\n\nsystems. If a plan includes a proposal to hold an election on a\n\nmill levy for library support, the plan may specify how the public\n\nlibrary authority will serve as the coordinator for cooperation\n\nbetween publicly funded libraries of all types;\n\n3. Include the utilization of technological equipment and\n\ntelecommunications access consistent with Sections 55 and 56 of this\n\ntitle; and\n\n4.
