Stat. tit. 65, § 65-3-105","heading":"Functions of Department","body":"The departmental functions shall include but not be limited to\n\nlibrary services, library research, library development, archival,\n\nrecords management and preservation, legislative reference, legal\n\nreference, general reference, library promotion and public\n\ninformation, informational, information processing and retrieval,\n\ngovernment documents and any allied, cognate or related functions,\n\nand the Department shall be the authority of the state for these\n\nfunctions.\n\nThe Department is authorized and directed to discharge the\n\nstate's responsibility for library service, including service to\n\nstate government, to public and special libraries and library\n\nservices, cooperation with and rendering of services to local units\n\nof government in the establishment and operation of local libraries\n\nand library systems, and the performance of all technical and other\n\nservices necessary to the Department.
