Stat. tit. 65, § 65-4-101","heading":"Authority for establishment","body":"Counties, cities and towns are hereby authorized and empowered\n\nto join in creation, development, operation and maintenance of\n\npublic libraries to serve multicounty systems, and to appropriate\n\nand allocate funds for the support of such systems. Such systems\n\nshall provide equitable library services to all persons in the\n\ndistrict.\n\nTo insure the effective development of library service in all\n\nrural and urban areas, the creation and organization of library\n\nsystems and the district to be served shall be subject to approval\n\nby the Oklahoma Department of Libraries Board in accordance with the\n\nprovisions of Article X, Section 10A of the Oklahoma Constitution.\n\nAfter establishment, library systems shall be subject to\n\naccreditation by the Oklahoma Department of Libraries Board.\n\nParts of an adjacent county may be added to or included in\n\nmulticounty systems if these additions are determined by agreement\n\nof the system board, the petitioning parties, and the Oklahoma\n\nDepartment of Libraries Board to be the most feasible way to provide\n\npublic library services to such part of a county.\n\nSpecial levies of any and all taxes authorized to be levied by\n\ncounties, cities and towns under this and other Oklahoma Statutes as\n\namended and the Oklahoma Constitution as amended are hereby\n\nauthorized to be levied for support of library systems.\n\nWhen any multicounty system is established under provisions of\n\nthis act, existing public libraries in the district may be\n\nincorporated into the system under a unified administration by act\n\nof local governing bodies or vote of the people as provided in the\n\nprocedure for establishment.
