Stat. tit. 65, § 65-4-115","heading":"Counties without countywide library services -","body":"Appointment of public library board.\n\nExcept as otherwise provided in this section, the board of\n\ncounty commissioners, in counties which do not have countywide\n\nlibrary services through a rural single county library or as\n\notherwise determined by the Oklahoma Department of Libraries, may\n\nappoint a public library board consisting of not less than five nor\n\nmore than seven members. There shall be at least one member\n\nappointed from each of the county commissioner districts.\n\nAdditional members shall be appointed as follows:\n\n1. One member appointed by the municipal governing board of the\n\ncounty seat; and\n\n2. If the county seat is not the municipality having the\n\nlargest population, then one member to be appointed by the municipal\n\ngoverning board of the municipality having the largest population.\n\nInitial appointments shall be distributed among one-, two- and\n\nthree-year terms, with two of the appointments to be made for one\n\nyear, two to be made for two (2) years and three to be made for\n\nthree (3) years. Subsequent appointments shall be for three-year\n\nterms, except in the case of an appointment to fill a vacancy in the\n\nmembership of the board, which appointment shall be for the\n\nremainder of the unexpired term of the member when death,\n\nresignation or removal has created the vacancy. No person shall\n\nserve more than two (2) successive terms or be appointed for another\n\nfull term or temporary term until at least two (2) years have\n\nelapsed from the end of the second successive term until the\n\nbeginning of the new term. All tenure of initial and future\n\nappointees shall expire on June 30 of the designated year. A member\n\nof a board once qualified can thereafter be removed by the\n\nappointive authority during his or her term of office only for\n\nmisconduct or neglect of duty.\n\nAppointments to the board shall be made on the basis of ability,\n\na sound understanding of the total responsibilities and objectives\n\nof public libraries and an active interest in the attainment of\n\nthese comprehensive goals. Appointive members shall be qualified\n\nelectors and bona fide residents of the county.\n\nAll board members shall serve thereon without compensation\n\nexcept actual and necessary travel expenses as authorized by the\n\nState Travel Reimbursement Act, Section 500.1 et seq. of Title 74 of\n\nthe Oklahoma Statutes. Individual memberships for board members in\n\nstate, regional, and national library associations and expenses\n\nincurred in attending board meetings and other library and library-\n\nrelated meetings may be paid from library funds upon proper\n\nauthorization of the board.\n\nIf a multicounty library system or a rural single county library\n\nsystem is formed on or after July 1, 1992, which includes a county\n\nwith a public library board and provides countywide service to the\n\ncounty, the public library board appointed pursuant to this section\n\nmay be terminated.
